Building Militaries in Fragile States is a must-read for anyone making or studying security assistance policy, since Mara Karlin finds the American approach wanting. She argues that the focus on training and equipping foreign militaries, at the expense of getting involved in more sensitive military affairs, does not help sustain the sovereignty of fragile states.Instead of focusing on training and equipment, policy makers should examine the nature of US involvement and the external threat environment. US involvement should delve into sensitive military matters like personnel and organization, and it should avoid fighting on the partner state’s behalf. When possible, the US should also keep external players from supporting and offering sanctuary to non-state actors that threaten the partner state.Karlin uses four cases of US security assistance to arrive at her conclusions: Greece (1947-49), Vietnam (1955-60), Lebanon (1982-84), and Lebanon (2005-09). In Greece, US involvement was critical in helping the fledgling Greek government fend off a dire insurgent challenge to sovereignty, but in the other three cases US officials were reluctant to involve themselves in sensitive organizational and personnel decisions. In all four cases, success was also more likely when antagonistic external actors played a diminishing role in the conflict.While Karlin offers solid evidence to support her main conclusions, at least two conceptual issues remain. First, it is not clear how the US can be “deeply involved” in a partner state’s military affairs but not become a co-combatant. Second, it is not clear which of the two main determinants of success--the nature of US involvement or the role of antagonistic external actors--is more important. Despite this, the historical cases themselves are well worth reflecting on for scholars of state development and practitioners of security assistance alike, and this book should be required reading for military advisors before they deploy and for policy makers before they sign off on yet another delivery of equipment or training in some far-off land.
